Bromley Council ‘declares war’ on staff by ditching pay and conditions agreement

Bromley Council has “declared war on its workforce” after withdrawing from a national pay agreement adhered to by the 31 other London councils.
The final decision for the council to dump the agreement, known as the Green Book, was made at a Civic Centre meeting last night, attended by scores of staff.
It sets out the minimum for the pay and conditions for 1.4 million local authority employees across the country.
Onay Kasab, Unite regional officer, said: “Bromley has declared war on its workforce and residents. Pay, jobs and services are under attack from councillors who themselves will not see any cuts to their allowances.”
However, Bromley council believes a more flexible local arrangement will allow them to reward hard working staff in challenging times.
Cllr Graham Arthur, portfolio holder for resources, said: “There are good reasons why the council has agreed to implement its own local framework for the terms and conditions of our staff on an ‘as is’ basis so our staff will not see a reduction in their current terms and conditions.
“We have consulted with staff and their representatives on the proposals and sought to address concerns about any potential change. We value our staff and will continue to do so.”
