COUNCILLORS' behaviour is about to be scrutinised as the Times reveals a second Tory has quit the borough without resigning his seat or giving up his salary.

Adrian Marshall is hanging on to his position as Chelsfield and Pratt's Bottom councillor and his £9,000-a-year allowance, despite now living over 40 miles away in a village near Uckfield, East Sussex.

The news comes just a week after West Wickham councillor Chris Wordingham came under fire for moving to Devon to run a pub.

Independent councillor Rod Reed, who left the Conservative group in the run-up to this year's general election, threatened to report both men to the Standards Board for England and said he had already written to MP Michael Howard urging him to intervene.
